Articles of Amend16robertwirengard, an Unincorporated, Non-Profit, Educational Entity and Multi Employer Welfare Arrangement (the latter under ERISA of the U.S. Department of Labor)

THE UNDERSIGNED naturalized U.S. Citizen being of age of eighteen (18) years or more, acting as an unincorporated entity to exceed standards of compliance with local, state and federal laws, adopts the following Articles:

ARTICLE I

The name of the entity is Amend16robertwirengard. [Note, under Florida law, no fictitious name registration is required or expected of an unincorporated business when the first and last name of the principal - in this case, Robert Wirengard - is in the business title. Also, in searches, no other Robert Wirengard has been found to exist.]

ARTICLE II
DURATION


The period of duration of Amend16robertwirengard is perpetual.

ARTICLE III
PURPOSES


Amend16robertwirengard is not for profit and organized exclusively for educational and charitable purposes, including to:
1. Provide education, principally of the economic and financial sciences
2. Provide for food, shelter, healthcare, access/transportation and environments
3. Study, research and test welfare, healthcare and environmental models
4. Identify socio-economic and sustainability problems and provide economic solutions
5. Assist and organize employees and unemployed and unpaid workers for their and children's welfare
6. Study, assist and organize economic welfare arrangements and alliances for and/or with other community concerns, including employee, employer, government, faith based, corporate, other business and environmental entities
7. Publish economic mechanisms and applications based on Nobel Laureate types of economic and financial theories; as well, publish test conclusions of models built, be they successful or failures (and how they may be amended or corrected to build a sustainable universe)


ARTICLE IV
MEMBERSHIP


Amend16robertwirengard shall have no members.

ARTICLE VI
BY-LAWS


Provisions for the regulations of the internal affairs of Amend16robertwirengard are to be determined and set forth in the By-Laws. The Board of Amend16robertwirengard shall adopt the original By-Laws. Thereafter, By-Laws may be adopted, amended or repealed by the Board of Directors in accordance with the By-Laws.

ARTICLE VII
DISSOLUTION


Upon dissolution of Amend16robertwirengard, the Board of Directors shall, after paying or making provision for the payment of all liabilities of Amend16robertwirengard, dispose of all assets of the entity in such manner to such organization or organizations organized and operated exclusively for charitable, educational, religious or scientific purposes as shall at the time qualify as an exempt organization or organizations under Section 501 (c) (3).

Any such assets not so disposed of by the Board of Directors shall be disposed of by the district court of the county in which the principal office of the entity is then located, exclusively for such organization or organizations as said court shall determine which are organized and operated exclusively for such purposes.

ARTICLE VIII
OVERSEERS


The number of Directors of Amend16robertwirengard shall be three, or more than three, as fixed from time to time by the By-Laws of Amend16robertwirengard. The number of Directors constituting the initial Board of Directors is four, and the names and addresses of the persons who are to serve as directors or overseers until their successors are elected or otherwise appointed and shall qualify are:

Under Florida law, no fictitious name registration is required or expected of an unincorporated business when the first and last name of the principal is in the business title. Principal Robert Wirengard is not protected by a "corporate shield" and is personally liable for debts of Amend16robertwirengard. His social security number is 296-44-6378.

Robert Wirengard is founder, principal and representative agent of Amend16robertwirengard. Being unincorporated, no agent for stocks exists

Robert Wirengard is a degreed Master of Business Administration from the University of Chicago, 1983, with emphasis in Finance and International Finance and earning Dean's List distinction. Professors included Merton Miller, since then recognized as a Nobel Laureate; Michael Mussa, since then economic advisor to president Reagan and currently a ranking official with the International Monetary Fund (IMF); and another of the "Chicago Boys", John F. Bilson, and now Ph.D.; the University of Chicago is reputed to be the "teacher of teachers".

Robert Wirengard's undergraduate degree is in Psychology, from Case Western Reserve University, Cleveland, Ohio, 1968. He retired as Director of Credit and Collections in 1999 from Eveready Battery Company, Incorporated, a multinational corporation with affiliates in 36 nations. He previously was employed in the financial department of Union Carbide Corporation, where each day "we touched your life" and the financial scope covered all major industries, be they of our global, finite energy feed stocks (chemicals and plastics primarily derive from oil; gases, often from our "free" air), automotive/transportation, healthcare, alternative energies, construction, food/farm or dairy industries. All, businesses, including Eveready and its then owner, Ralston Purina Corporation, acutely aware of chemical impacts, maintained and strove for the highest of environmental standards.

Robert Wirengard was born Robert Ossian Israelsson, October 29, 1945, in Malmö, Sweden and became a naturalized (of his own free choice) U.S. citizen in 1972. Since retirement in 1999, he has researched, worked on, experimented with, written, taught, corrected (amended), advocated and applied "negative tax" theory, Dr. Milton Friedman's economic notion of how to end poverty. Robert Wirengard's primary findings are that economic or financial mechanisms may be put in place to minimize, if not end, systemic causes of impoverishment, which, in turn, trigger causes for internal wars due to hunger or international land (border) conflict or relative to growing global concerns of environmental damage.

He has corresponded with Dr. Friedman who currently is with the Hoover Institute in California, dedicated to similar issues, and "has been encouraging of my efforts."

A few people, possibly an "ugly dozen" at best, nonetheless form an association that Robert Wirengard finds necessary and for growth requirements. Simply put, he is recognizing that he cannot do it all himself.

Given the existing unlimited powers of tax Amendment 16,  Congress may structure taxation and apportionment of taxes in any manner, and any of the equitable formulas suggested herein do not require an amendment of Amendment 16.
